North Korea-Linked Creditors Target Frozen Kelp DAO Funds in U.S. Court Enforcement Action
Creditors tied to terrorism-related judgments against North Korea are attempting to seize funds from Kelp DAO through a U.S. federal court order. The April 30 restraining notice, served via Arbitrum DAO's governance forum, stems from unpaid judgments exceeding $877 million linked to attacks attributed to Pyongyang.
Blockchain analytics firm LayerZero attributed the Kelp DAO exploit to Lazarus Group, a North Korean state-backed hacking unit. The breach resulted from systemic design flaws rather than individual vulnerabilities. U.S. authorities have previously connected this hacking apparatus to broader cyber theft campaigns.
